Start by cutting off all the flowers and buds and disposing of them (not in the compost bin) then spray the whole plant with Bug Clear Ultra from Scott's. Next year, as soon as the flower buds are just visible, spray again. You may need a repeat spray application as this pest is most active from late-May to early July
