What is making the leaves of my citrus plants sticky?

Our Advice:

This is honeydew, a residue from either mealy bug or scale insects as they feed on the plant. Spray with Provanto Ultimate Bug Killer from Bayer or Bug Clear Ultra from Scott's. Both of products are systemic and kill the insects as they feed.
