This is crown gall, a large, distorted growth which is caused by a bacterial infection. You could remove the growth but this will not necessarily get rid of the bacterial infection. If you decide to remove it, wait until the tree is in full leaf. If the tree is growing and flowering well you may be better off leaving things as they are.
