This is probably oedema, a disorder rather than a disease. It is often seen on Eucalyptus plants and is the result of cool, wet weather and warm soil conditions. The plant takes up more water than it needs, causing these small clusters of cells to form. They may turn pink as they age but, although they look unsightly, they do no harm to the plant.
