What is causing white, curled leaves on my bay tree?

Our Advice:

This is bay leaf sucker and their feeding has caused the distortion. Spray with Provanto Vine Weevil Killer from Bayer. This will kill the insects as they feed, lasting for up to 6 weeks, but a second spray may be needed.
